yet another email to PRRD board

I emailed this to the PRRD directors Monday evening:

Andrew Fall sought clarification from chair Brabazon, and it appears that there was an error in communication between Patrick and me during our Sunday morning telephone conversation.

I understood that money for the 911 service needed to be budgeted, or the service could not be begun until after April 2016. I also understood that the bylaws could be passed later, after consultations took place.

Chair Brabazon told Andrew that this was not possible, that "it is not possible to budget the funds without the bylaw in place."  He did not let me know this.

For this reason -- because there has been no consultation about the pros and cons of including Lasqueti in the 911 service, and because there has been no discussion  of other options, and practically no information exchanged between the Lasqueti community and the PRRD board or senior staff on related issues -- I must ask that you not pass the bylaws, and not budget funds for 911 service until these consultations have taken place.

I ask, and a significantly large majority of the Lasqueti community asks, that you plan to have consultations with Lasqueti in the next months, so that a decision that is open and democratic, and will be the best decision possible, based on complete information, can be reached together.

It is unfortunate that discussion and consultation did not take place, but it is not the fault of the community. There is need of delay because no consultation has taken place yet, except that you have heard from a significant majority of the community that we want and demand consultation before 911 service is imposed on us.

Please, if you have any questions, or if you think I am mistaken, let me know.    Thank you again.
